I am nominating Patricia Hewitt for "Healthcare on the Cheap".
Home visits by community Nurses for Asthma and Heart Disease Patients.
In an attempt to cut the number of unplanned emergency hospital visits.
Community Nurses can not replace an emergency service and they are not trained Doctors. They also have little legal protection when things go wrong.
